It does include an AT-ST pilot minifigure but at 14.5 inches tall, it's much bigger than minifigure scale, which is why he'll stay perched next to the plaque. It's posable to a degree; you can move the cockpit and peek inside it, but the legs are fixed; this is not a play-friendly set.
